Dear Serpell,
we are seriously perturbed at the fact that so far we have not been able to send a reply to Hong Kong on the points raised in their telegram No.1357 of 30th October on loan policy. se are at the moment awaiting the further comments promised in your letter of 31st December to Palmer but this delay is so prejudicial to the rehabilitation and development of Hong Kong, a matter on which there is growing Press and Parliamentary criticism, that we feel that we must make every effort to send out a reply by the end of the week at latest. We do not of course know what furth er advice the Treasury intend to give us but it may help if we set out our proposals in the form of a draft telegram for your concurrence. I accordingly enclose the draft of a telegram which we propose to send off on Saturday morning. If Treasury have any amendments to suggest, would you let me have them before then?
I am sending a copy to Hicks who gave us Crown Agents views in his letter A/1796 of 7th November.
